Legislative assembly adjourned Sine die as HTS pending bill finds mention

ITANAGAR, Sep 6: Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong today adjourned the fourth session of the House sine die at the conclusion of day's business.

On the concluding day, replying to a special mention in the Legislative Assembly today by PPA MLA Takam Tagar regarding nonpayment of pending bills to the PDS contractor from 2004-2010, Chief Minister Dorjee Khandu informed that the Arunachal Pradesh government has approached the Centre to release the bills to the PDS contractors.

He informed the House that a delegation, led by him, had met Prime Minister Manmohan Singh, AICC president Sonia Gandhi, besides the Union Food and Civil Supplies Minister, apprising them of the huge PDS bills to the contractors pending since 2004 onwards.

Khandu said the Centre had agreed to pay 50 per cent of the amount in the first phase for the bills pending from the year 2007 till date but had refused to pay the earlier bills for the year 2004 to 2006, as it was subjudiced.

The chief minister said the state government had been urging the Centre to release the pending PDS bills stating that the law and order situation in the state would deteriorate if there was further delay in making payment to the contractors.

Khandu assured the members of the House that the Centre will issue an order for making part payment soon on the request of the state government.

Tagar said that “28 carriage contractors have obtained High Court orders against their pending Hill Transport Subsidy bill amounting to Rs 205.00 cr. Likewise, eight money decrees has been passed by Fast Tract Court on September 2007 against the state Government with 6% interest levied annually for          Rs 326.00 cr. and upon the decreed amount the total interest till date has come almost Rs  75.0 crores. The total amount pending as per High court order and money decree is Rs  531.00 crores. Due to non compliance of the court order the transporters has filled an execution/attachment of the govt. properties and rest of the transporters has filled a contempt proceedings of the court against the state Govt. officers”.

Earlier, Food and Civil Supplies Minister Tanga Byaling said the huge amount of Rs  531 crore against the pending PDS bills of contractors could not be borne by the state government without Centre's help as the state had got limited resources.

The three-day session, which began on September 3, today passed three bills-- Arunachal Pradesh Speaker and Deputy Speaker Salaries and Allowances (Amendment) Bill, 2010, Arunachal Pradesh Salaries and Allowances of Ministers (Amendment), Bill, 2010 and Arunachal Pradesh Salary, Allowances and Pensions of Members of the Legislative Assembly (Amendment) Bill, 2010-- which were moved by the Parliamentary Affairs Minister Jarbom Gamlin. On the other hand, the first report of the House Committee on Accommodation, Security, Electricity and Water Supply and other facilities for the MLAs of Arunachal Pradesh was presented in the Legislative Assembly today.

The House Committee recommended that all MLAs, who were not provided government accommodation, would be provided the same at an early date in group system in the same locality for easy management of essential services and also from security point of view.

It also suggested that if the government could not arrange to provide government accommodation to the MLAs, the existing house rent of Rs 10,000 per month would be enhanced to Rs 25,000 only as compensation. (with input from UNI)

SIC interrogate Apang

ITANAGAR, Sept 6: The Former Chief Minister Gegong Apang was interrogated today under medical supervision by Special Investigation Cell on multi crore PDS scam. Apang who was remanded to seven days Police custody for his alleged role in the scam on Aug 24 last by the Special Session Court, Lakhimpur is currently lodged at R K Mission hospital because of ill health. After the completion of seven days on Aug 31, the remand was extended to another week.

Meanwhile, the bail petition of former Chief Minister Gegong Apang could not come up today for formal hearing as the Judge of Itanagar bench of Gauhati High court Ketulhou Meruno could not hear the bail petition citing personal reasons. However the Judge gave the permission that the bail be heard at a Lower Court.

The bail petition would be moved at the Lower Court on Sept 7.

Yesterday, the SIC SP M S Chauhan while speaking to the media divulged that the prosecution sanction from the government is pending with regard to 44 government employees while the prosecution sanction has been obtained for few IAS officers involved.

 

Special court judge objects to SIC statement on grant of bail

ITANAGAR, Sept 6: The Deputy Commissioner Kurung Kumey Bidol Tayeng who was judge of the Special Court, Yupia trying the PDS Scam before it was transferred out to Guwahati High Court objected to his name being dragged in to the current state of affairs, as mentioned by M. S. Chauhan, SP SIC.

Refuting the statement by Chauhan in a press conference yesterday, the former judge clarified that “Whenever any accused persons in connection with PDS case were arrested and produced before the Special Court Yupia by the SIC, the IO had always said that custodial interrogation was not required and therefore the court may release the accused person on bail”.

In such case, Tayeng said it would have been arbitrary on the part of the court to detain a person in police custody when the IO submitted that there was no need for detention.

Therefore, the persons arrested by SIC were granted bail by the Special Court Yupia on the basis of prayers of the IO.

When the SIC itself had not opposed the bail applications of the arrested persons before the court, and the court has granted bail, it was unnecessary for my name to be mentioned in the press conference, Tayeng said.

ITANAGAR, Sept 06: CCSC and 3rd IRBn earned easy victories over their respective opponents AUSC and GHSS, Polo Colony in their first league level matches of the 2nd Papum Pare Summer Cup Invitation Football Championship, 2010 at Rajiv Gandhi Stadium, Naharlagun,  today.

CCSC humiliated AUSC 6-0 in the first match of the day while 3rd IRBn grounded GHSS 8-0 in another match of the day, according Organizing Committee.

AAPSU wants Centre’s action against “Chinese stooge” Ramesh

ITANAGAR, Sept 6: All Arunachal Pradesh Students’ Union (AAPSU) has said that it would protest against visit of Minister of Environment and Forest Jairam Ramesh to Arunachal Pradesh who the Union termed as a Chinese stooge and acting on behalf of China. The Minister is scheduled to visit Pasighat in Sept 11 to have talks with those protesting against the dams in Siang.  

The students are upset after the statement made by the Ramesh on May 9, 2010 where he advocated seeking Chinese expertise for constructing dams in Arunachal Pradesh and wants action by the centre against the minister.

At a time, when we are vehemently protesting China’s illogical claim over our State and its expansionist agenda, such an irresponsible and outrageous comment from a Union Minister prompted us to give vent to our anger by burning his effigy, the very next day.

The Congress-led UPA Government at the Centre has always adopted a flip-flop policy on our State. It is not clear whether it really considers Arunachal Pradesh as an integral part of India. A couple of years ago, the Union Finance Minister Pranab Mukherjee during his visit to Tawang on the occasion of Buddha Mahotsava in 2008, who was the then External Affairs Minister had also said that some parts of Arunachal Pradesh are negotiable. Now, AAPSU wants to know whether the territory of Arunachal Pradesh is to be negotiated in a hard bargain with China.

 

Dharna postponed

ITANAGAR, Sept 6: Kargu Kardi Students’ Union (KKSU) has postponed its proposed dharna to Sept 29 next. The decision came after the assurance of the public leaders headed by ZP chairperson Jarsa Gamlin, heads of department in an emergency meeting held yesterday to look into their grievances.  Earlier, the dharna was proposed on Sept 10.

 

Govt appoints CE as Secy without vigilance clearance

ITANAGAR, Sept 6: Despite refusal by the Vigilance Department to issue vigilance clearance, the state government has elevated Chief Engineer Gaken  Ete as Secretary water Resources development in an order dated 31 Aug 2010.

The Vigilance Dept refused to give clearance on Aug 24 to Ete while it cleared the names of four other officers.

According to papers available, the state government has overlooked the CCS rules, where it is mandated that any appointment or promotion require due clearance certificate from the Vigilance Dept.

Before his elevation, Ete was Chief Engineer (officiating).

 

“No dams on Siang” says Forum as it questions consultative meet

ITANAGAR, Sept 6: Siang Peoples Forum has condemned the arbitrary stand taken by the East Siang District Administration in selection of organizations to take part in the proposed public consultation in regards to Lower Siang Hydro Electric Power Project on September 7. The meeting is being convened by Government of Arunachal Pradesh.

The forty participants from various organisations short listed by the East Siang district administration were arbitrarily put up with no prior information to all the protesting groups.

Going by the conduct of East Siang district administration, we are left with no option but to conclude that public consultation is stage managed for a pro dam outcome, said the release.

The meet is a ploy to derail the anti dam sentiments which have recently started taking place in the minds of the common people of the Siang valley in particular and Arunachal Pradesh in general, it added.

The meet is nothing but a drama staged on behalf of Jaypee Associates and players who continue to sing to the tune Jaypee wants.  Unfortunately among those dancing to the tunes of Jaypee would be the legislators of the district who were elected by the very citizens who do not want dams on Siang, it said.

The Forum reiterating its stand which was made known to Union Minister for Environment and Forests at New Delhi on August 10, said ‘No Dams on Siang’.

 

City police nab NLCT Cadre

ITANAGAR, Sept 6: Acting on a tip-off Itanagar Police arrested one Tok Taken, a member of NLCT on August 28 last.

With his arrest, almost all the members of NLCT have been arrested, said Chukhu Apa, SP, Capital Itanagar. He informed that some of the arrested cadres are still in jail, including its chairman Anthony Doke, and some are on bail.

Police also arrested Lokam Talo, president of Arunachal Youth Organization for firing at one Chakpu Gamsi on August 28.

Talo fired at Gamsi on August 8 last following a minor argument and inflicted serious injuries on him. Police is making move to cancel his gun license obtained from Singchung West Siang, the SP said.

According to police, Talo is a dreaded and habitual criminal against whom there are atleast a dozen cases pending trial for heinous crimes, including illegal possession of arms and ammunitions, the SP informed.

Meanwhile, the SP appealed to all sections of people to cooperate with police in its endeavour to bring an end to illegal and criminal activities within capital complex in particular. He regretted that some Govt. officials have paid money to criminals on being served extortion notice to them in the name of NLCT.  He clarified that local underground (UG) elements have been neutralized and those who are still indulging in criminal activity like serving extortion notice in the name of NLCT are miscreants which police are actively investigating, the SP added.

 

Pinch bats for Arunachal at NCP convention

ITANAGAR, Sept 6:  Arunachal Pradesh is a very much integral part of India, said Nationalist Congress Party (NCP) Arunachal Pradesh President Ngurang Pinch while addressing the NCP convention held at New York, America on Sept 3 and 4.

Exhorting the   foreign investors/corporate to extend support in making Arunachal a state throbbing with development activities, Pinch said there is enormous scope to extend cooperation particularly in the field of technical and medical education, horticulture and food processing and rural and urban development activities in Arunachal Pradesh.

Giving a brief historical background of Arunachal Pradesh, Pinch, however, regretted that being the store house of enormous potentials for development, the state is suffering for want of proper, fool proof planning for development and a corruption free administration due to lack of strong political will.

“Lack of understanding about ground realities has spoiled the broth for hydro-power developers in Arunachal Pradesh”, Pinch said adding “their snail-space progress has practically amounted to no progress so far.  In almost all sectors needing development, a virtual cart-before the horse situation is prevailing in Arunachal Pradesh. The overall capping is done by the sweet demon called corruption”, he said.

He said the growth so far visible in Arunachal is cosmetic and most of the promised things are yet to be realized. What Arunachal needs today is a definite relief from corruption and money culture, he said.

Pinch said, in Arunachal Pradesh Panchayat bodies are elected but without meaningful financial power. The NCP has to decide now as to how to make rural bodies financially strong to serve the needy and poor.

He said popularizing a corruption free, accepted and viable development plan and programmes will help the NCP to gain people’s confidence in Arunachal Pradesh for having a NCP Govt in coming days.

He also proposed a NCP conclave at Itanagar to restructure the political scenario of the state.

Conduct fresh recruitment

Dear Editor,

I would like to bring the kind attention of the people towards, the numbers of illegal appointments made in the Department of Tax & Excise during 2006-2009.

During 2006, 4 persons were appointed on officiating basis as Assistant Inspector (Tax & Excise) without making any public advertisement for open interview and were regularized vide order No. TAX (E)-58/97(pt)/983, dated Itanagar the 26th Nov'2007. But, the impugned order dated 26.11.2007 was quashed and set aside by the High Court (Dage Tarak and ORS- VS-state of Arunachal Pradesh and ORS, WP(C) N0. 86(AP) of 2009). But, yet the department hadn't learnt lesson from their earlier stint. On 7th March 2007, Vide order Nos. TAX (E)-58/97(pt), TAX(E)-93/2004,TAX(E)-93/2004/200,2 persons were appointed as Asst. Inspector (T&E) and 2 persons were appointed as L.D.C.

Again vide order no. TAX (E) 135/93, Dated Itanagar the 7th February, 2007, six persons were appointed as Assistant Inspector on officiating basis and regularized vide order No. TAX (E) 135/93/982 Dated Itanagar the 26th Nov.2007 by giving one time relaxation of rules. In addition to this one person was appointed as L.D.C. vide order no. TAX (E)-03/2004 Dated Itanagar, the 24th July, 2007. In August,2009 also vide order No. TAX (E) - 237/2008 one person was appointed as Assistant Inspector (T&E).

Regularization within short span of time conveys that it is a pre-planned strategy. The initial appointment on contract and officiating basis were made without any interview and such appointment can't be regularized unless recommended by the Arunachal Pradesh Selection Board/ Public Service Commission (Section 5, Recruitment Rules of 1997). The Department had resort to pick and choose policy in the matter of filling up the post, in question, by regularizing the services of the appointees by overlooking the relevant requirement Rules.

The relaxation of rules, constitution of Departmental promotion committee (DPC) and getting the appointees cases recommended for regularization of service are all eye-wash only to make it appear that all have been done legally and properly. The completely illegal and arbitrary action taken by the department of Tax & Excise had crushed the dreams of many worthy and deserving unemployed youth of the state. Therefore, it is my earnest appeal to the concerned department to discontinue the services of illegally appointed person and conduct fresh recruitment for the vacancies so caused.

Don’t make wide publicity without any practical end

Dear Editor,

My brother and I who had an important meeting at Bhalukpong on 6th September had to defer the meeting.

We postponed it because ANSU decided to call capital bandh on Monday, 6th September; finally to know that we wasted our time.

Fully decided Bandh calls has also become a compromised item, like we have compromised opposition and compromised RTI applicants in the state.

Many sections of society including business community, officers, students, far off inhabitants of districts, and even leaders plan their work accordingly. When we have to plan at the last moment because of the bandhs, it definitely affects the whole schedule.

In fact, the demands made by ANSU are genuine and it will serve every section of populations irrespective of communities.

Establishment of institute of national repute at nearby capital region and good road connectivity will be benefited by Arunachal as a whole, not just inhabitants of Nyishi belt so everyone should support it. But, putting things half away is not a good idea. Once decided we must go for it rather than believing at the mere verbal assurance of CM.

Bandh decision was called off at the request of ABK for Solung Festival. That's fine- for community interest and mutual cooperation.

At least the work of urgent requirements under the ambit of state administration should be taken care off. We should realize the pains, which people of far away districts have to suffer during bandh call in Assam.

I request the concerned students' organization to go ahead with the genuine bandh call once decided or else, don't make wide publicity without any practical end.

Restore power service

Dear Editor,

I would like to draw attention of the M.L.A Yachuli Constituency that, we have two old Hydro Power Houses i.e. Tago 4.5 MW and Mai 5.00 MW but we are sufferers of power crises and irregularities of power supply. Despite two power houses, we are facing power crises.

When these two projects were newly commissioned, the power was  often supplied to neighboring state like Assam.

But due to non renovation, the power houses are unable to power supply even to the village for which it is meant.

The two should be renovated within no time to restore power crises prevailing in the Constituency.

Hence, I request the MLA to kindly look into the problem seriously and initiate the matter with the Govt.

Soft voice gets subdued by louder noise

Dear Editor,

Apropos to article “ANYA opposes demand” dated 05/09/10. It was disheartening for common people like us to see that a powerful organization is opposing the demand of autonomous council by Apatani Student Union which was a ray of hope for common people like us .Yet, to be pragmatic, its every organisation’s duty to look after their own people first. So the demand of both the party is quite fair.

Yet, I would like to appeal the govt. of Arunachal Pradesh to look after the welfare of majority as well as minority equally.

Looking at the development schemes coming to Ziro valley despite being headquarter of lower Subansiri is pathetic. In present scenario, the fact is that Ziro valley is totally being deprived of any political, social and Economic advantage.

Being one of the minority tribe of Arunachal the voice is often not being heard by the govt. and the soft voice gets subdued by louder noise.

So it is high time for govt. of Arunachal Pradesh to protect the interest of minority so that they feel safe and secured. It’ll be good will of govt. and to their propaganda “ for the Aam Admi” if they provide autonomous council to the Apatani Valley. So that the faith in the govt. sustains.

An appeal to West Siang DLAAB

Dear Editor,

I have been suffering from locomotive disabilities since my childhood and as such am unable to live up to the expectation of my parents.

However, there is a ray of hope for the persons with disabilities with the enactment of Persons with Disabilities (equal opportunities, protection of right and full participation) Act 1995, which promise to uphold the dignity, honour and welfare of the disabled persons.  

Section 43 of the Act also read “the appropriate government and local authorities shall frame schemes in favour of persons with disabilities for the preferential allotment of land at concessional rate for house and setting up of business.

Considering all the points of the Act, the district administration surveyed a plot of land near the Power House for business purpose for the disabled persons like me and placed its report for approval of DLAAB.

Therefore, I request the DLAAB to consider the case sympathetically to mitigate the sufferings of a disable person.

‘Pay only prescribed fees’

ITANAGAR, Sept 6: The department of tax and excise has urged all concerned not to pay fees other than the fees prescribed and notified by the department.

Clarifying the fees prescribed under the Arunachal Pradesh Goods Tax Act, 2005 and rules there under and the Central Sales Tax Act, 1956, an official release said that fee for application for VAT Registration is Rs. 100 and request for duplicate certificate of registration will cost Rs. 500. It further said that Rs 1.50 per leaf is being charged for requisition of  ‘C’ form while security deposit for VAT Registration is Rs. 50,000.

However, security deposit may further be reduced to ` 10,000 provided the optional documents  like proof of ownership of place of business, proof of ownership of residential property by proprietor/managing partner, copy of passport of proprietor/managing partner, copy of PAN in the name of the business allotted by the Income Tax Department and a  copy of last electricity bill, copy of last telephone bill (Bills in the name of the business and for the address specified as the main place of business in the  registration form) and  Trading License issued by competent authority are produced.

The fees other than Security Deposit are to be deposited through T/Challan under H/A "0040", the release further said.

 

National seminar in RGU

ITANAGAR, Sept 6: Arunachal Institute of Tribal Studies (AITS) will organize a two-day National Seminar on Sept 7-8, “Arunachal Pradesh: Issues of Modernity and Tradition” in collaboration with the Maulana Abul Kalam Azad Institute of Asian Studies (MAKAIAS), Kolkata at the Conference Hall of Rajiv Gandhi University.

A good number of eminent scholars from across the country are expected to participate in the Conference.

Governor of Arunachal Pradesh Gen. J.J. Singh, has consented to inaugurate the Seminar. Prof. A.C. Bhagabati, former Vice-Chancellor of Rajiv Gandhi University will preside over the function.

Krishnan Srinivasan, Fellow, MAKAIAS, Kolkata, former Indian Foreign Secretary and Commonwealth Deputy Secretary General is also attending the function.

 

Training of resource persons

Tawang, Sept. 6: Organized by the SSA Zila Mission, Tawang, the first day of the 10-days Training Programme of Resource Persons at BRC and CRC level was held in the Conference Hall of the DDSE, Tawang. Principal, Government Higher Secondary School, Tawang T. Tako, attended the programme as Chief Guest.

Tako said that during the 10 days every teacher and resource persons should be regular and attentive so as to get maximum benefit from this kind.

He also requested the resource persons attending the programme to extend awareness even to the parents of the students. The resource persons are constituted by teachers from different schools of Tawang district.

DDSE Tawang Rinchin Phuntsok said that teachers selected at block level and circle level resource persons should know their responsibilities in order to train the in-service teachers of their respective schools.(DIPRO)

 

Leadership Development Prog at Changlang

Changlang, Sept 6: ‘Vijay Hi Vijay’ a state level programme to develop leadership among ignited youth of state was launched on 3rd September last at Rang Frah Govt College, Changlang.

Er. Pai Dawe, State Coordinator for the programme appealed the youth to dedicate their time and service for the welfare of the society and the Nation as a whole. While presenting his concern over the misguided youth of the district he urged them to refrain from social evils and channelise their energy in productive and healthy activities.

Principal, Rang Frah College R Karlo, assured all possible co-operations from his side. Good response from the students was witnessed as hundreds of them attended the programme.

PR leader for proper selection of beneficiaries

Daporijo, Sept 6: A Meeting on the Smooth and Proper Implementation of Rashtriya Krishi Vikas Yojana (RKVY) Schemes under the Agriculture sector was held at the Training Hall of the Office of the District Agriculture Officer here today in the presence of Nakap Nalo Chairperson, Zilla Parishad, D. Lida (DAO), Zilla Parishad Members, ADOs and SDAOs.

After the airing of opinions and suggestions by the ZPMs and officers present, it was decided that the Panchayat members would be entrusted with the task of beneficiary selection.

Nalo, while addressing the meeting, emphasized on the need for active participation of all PRI members and officers of the Agriculture department for proper and successful implementation of the schemes. He also laid stress on the need for dissemination of information at all levels so that people would be aware about the developmental schemes of the govt. and so advised the PRI members and officers to actively inform the interested public.

The need to see the feasibility of an area before implementation so that the schemes could be successfully implemented was reiterated by Nalo. He hoped that with proper coordination and cooperation of all, the RKVY would be a success in the district. He also made a plea to the concerned officers to monitor the implementation process and visit the sites to assess the level of implementation before payments were made.

Explaining on the aims and objectives of the meeting, D. Lida (DAO) briefly outlined the process of preparation of the Comprehensive District Agricultural Plan (CDAP) and informed on the sanctioned schemes under the RKVY. Schemes under seven categories of 1) Area expansion, 2) Construction of Wayside Market shed, 3) Off season vegetable seeds like capsicum, cabbage, broccoli, tomatoes etc, 4) Bee Keeping, 5) Soya bean Cultivation, 6) Maize Cultivation and 7) Exposure visit for progressive farmers were available, he added. He added that under schemes 3 to 6, No monetary help would be given but the beneficiaries would be provided with seeds, tools, fertilizers, growth hormones etc.

Stating that it was the first time that RKVY is being launched in the district, he hoped that no compromise would be made in the implementation process and asked the leaders to choose interested and real beneficiaries so that visible benefit could be seen. (DIPRO)

 

Committee demands inclusion of more project under 3rd party monitoring of projects

ITANAGAR, Sept 6: While lauding the State Govt for suspension of Mebo BDO for his alleged embezzlement of SPA fund 2008-09, Bana Area Development Committee (BADC) has requested the state Govt include MLALAD fund, CRF, SCA, NLCPR projects under 3rd party project monitoring. It further said that NABCONS should be entrusted the task of 3rd party monitoring in remaining eight districts.

 

 

‘Baseless report’

ITANAGAR, Sept 6: Silsango Circle Land Selection Committee (SCLSC) has said that the report of  construction of temporary structure for circle HQ at Silsango village is baseless and not authentic.

The committee claimed that controversy regarding site selection for the HQ has not been resolved yet and there is no Govt approval on construction of temporary structure. It further said that the committee has already submitted a complaint letter and is waiting for report from the authorities concerned to verify the feasibility of site for HQ.

 

No logic in demand: Union

ITANAGAR, Sept 6: The All Yachuli Students’ Union has said that demand of the Apatani Youth Association for Ziro Valley Autonomous Council has no logic.  However, the Union said it has no objection to  the demand provided the District headquarters of Lower Subansiri is shifted to Raga or Yachuli.

 

Hindi week

ITANAGAR, Sept 6:  Hindi week is being observed in befitting manner by the Pare Hydro Electrical Project NEEPCO at Doimukh.

Inauguration the week-long programme at Doimukh today, head of the project Dipok Mukherjee said every employee should try to use this language in the official work to popularize and promote Hindi which is also national language.  

Various programmes including translation, poem recitation, essay writing competition will be organized during the week-long programme to mark the Hindi week, according to a release.

ITANAGAR, Sept 6: The people of proposed Subansiri Upper Project area formed All Subansiri Upper Project Affected Area Youth Association on Sept 4 to look into all the aspects of the project.

Conference deferred

ITANAGAR, Sept 6: The Central Executive members of Arunachal Law Students Union (ALSU) in a recently held meeting unanimously resolved to postpone and defer the proposed general conference cum election of the Union from October to January next. The decision was taken keeping in view the ongoing construction of the union’s office building which would take few more months to complete, a release said.

Nutritional Gardening

Basar, Sept  6: A seed distribution and training on “Nutritional Gardening” under NAIP was held on Sept 4 at Dumporijo, Upper Subansiri under the chairmanship of Dr. R. Bhagawati, Joint Director, ICAR, Basar. All together 140 farmers from the Dumporijo and Gussar circle attended the seed distribution and training programme.

Dr. Bhagawati emphasized the importance of nutritional gardening and encouraged the farmers for vegetable cultivation.

After the training, improved seeds of tomato, carrot, cabbage, cauliflower among others were distributed among the farmers.

 

Society demands

ITANAGAR, Sept 6: Describing the alleged murder of Tarak Yatar (Nibia) by her second husband on August 16 as inhumane and barbaric, Nangbia Welfare Society (NWS) demanded for giving exemplary punishment to the culprit.

Demanding arrest of her first husband Tarak Lugu and a thorough investigation into the whole episode that under what circumstances the deceased had to become second wife of Tarak Sero, the alleged murderer, the Society appealed to all section of the society to come forward to voice against such barbaric act and condemn it equivocally.

Meanwhile, the members of NWS deeply mourned Yatar’s death and prayed to almighty for her eternal peace.

 

Keep stadium neat and clean

ITANAGAR, Sept 6: Taking strong exception to the throwing of used plastic bottles and spitting inside the Rajiv Gandhi Stadium by some indisciplined audience, the All Arunachal Sports Youth Association (AASYA) has appealed them to help maintain the stadium neat and clean by not doing so.

Meanwhile, the association questioned the reason behind the postponement of examination date by APP/APPBn/ IRBn authority to recruit candidates under sports quota even after issuing call letters to the candidates.

 

Inordinate delay irks Union

ITANAGAR, Sept 6: Angry over inordinate delay in completing the PMGSY road from Pakke to Bamang, which was targeted to be complete in March, 2009, All Bameng Khenewa & Lada Students’ Union (ABKLSU), has demanded for reallocation of the work to other executing agency by re-tender.

According to the students union, the present executing agency M/s Ngufa Group has completely failed to execute the work as only 15 per cent of the total road works has been completed so far since awarding the work to the group in February, 2008. It further threatened to launch democratic movement in case of failing to fulfill its demand by the authority concerned.

“Landslide creates havoc”

ITANAGAR, Sept 6: The landslide triggered by heavy rain has created havoc both in Palin and Chambang circles in Kurung Kumey district recently, said Palin Employees’ Welfare Association in a release today.   Landslide destroyed three SPT buildings in Palin town, the Association further informed and appealed the state Govt, particularly Kurung Kumey district administration to take stock of the damage for immediate relief to the affected people.

ITANAGAR: Galo Students Union has requested people of Arunachal to support Toko Teji, the wonder boy who is participating in the ongoing reality show “India’s Got Talent Khoj-2” in Color Channel.
